2nd Floor toilet
I have a second floor bathroom in a Colonial style house built in 1974. The plumbing is all copper and the drains are all PVC, including the waste pipes. The toilet on the second floor always needs a "courtesy flush", and at the end of the flush the water "glug, glug, glugs" in the bowl. I replaced the internal workings of the tank, so all the parts are new. Why is there gray water in the bowl after the first flush, requiring a second flush?

Two reasons I can think of. First is a clog in the drainline. You may have to run an auger down the line. Second (because of the glugs) would be a blocked vent. This time of year, squirrels drop nuts into the vents, birds build nests and spiderwebs catch leaves and block the pipe opening. If you can safely go up on the roof with a flashlight, look into the pipe and see if it is plugged. If so, remove what you can by hand and then flush out the pipe with a garden hose.

Is this a 1.6 gallon flush toilet?

Fill a five gallon bucket half full of water. Then pour the water from the bucket into the toilet bowl. Does the toilet flush properly?

Glugging noises in plumbing are the result of a draining line gulping for air as it dries to flow. Either there is a clogged vent line, or improperly installed vent line. If the two flush syndrome still persists after solving the venting problem, and you have a water saving toilet, it is either an early model (poor designs) or inexpensive model (small trapways, most unglazed and resulting in poor water flow).

Could need new parts in the tank, like a new fill valve, a faulty fill valve can cause a needed courtesy flush.

The fill valve plays a vital role in how the toilet functions.
