Bed Bugs cannot walk on smooth plastic. Encase your mattress only. Go to store buy plastic carpet runners or better yet a sheet of plastic the same thickness as a carpet runner. Place the plastic sheet between your mattress and box spring. The Bed Bugs cannot get to you and will starve. The plastic should extend 8 inches over the box spring. You can lead Bed Bug straggers to a Dim light going 24/7, for live capture.
My father told me that they used to put the legs of the bed into empty coffee cans. Then, they filled the cans with kerosene, which formed a 'moat' that the bed bugs could not swim across!

Bed bugs may have a difficult time walking on a smooth plastic surface, but who wants to sleep on smooth plastic. I have seen such covers on mattresses, but have also seen resident bed bugs near those beds. If you cover the matress and box springs with plastic, then put your linens over the plastic, you have only reduced the places bed bugs will reside when you are not in bed. They will be able to walk across your linens even with plastic covering the mattress and box springs.

Other strategies beside the kerosene in a bowl under each bed leg:
don't put a skirt on the bed that touches the floor
don't put the bed against the wall
don't put night tables against the bed
instead of kerosene, buy some insect glue boards and place each bed leg (w/ wheel or not) on a ~2"x2" glue board (cut em into pieces if bigger)
bed bugs will also stick to a fuzzy leaf from a plant, circle your bed if you have some
