White bubbling plaster


Hi

I live in an early 1900's terraced house. The walls have been replastered in recent years. In the back part of the house on two internal walls the paint bubbles up in places. The wall doesn't appear to be damp and its isolated patches. Scrapping the paint off reveals white patches in places. Other areas are fine.
I'm redecorating so whats the best thing to treat the walls with.
