what is the white "paint" under my capet pad?


my house is on a concrete slab. I am tearing up the carpet and carpet pad and noticed the concrete is painted white. is this some sort of latex coat? i am going to tile the room so i will have to scrape it all off.

Possibly used as a moisture barrier to protect the carpeting, Concrete will leach moisture up through itself, from the surrounding soil. Especially if you are in a moisture prone area.

i was thinking that. i live in socal and it doesnt rain here much (hence our major drought) but this room has an exterior wall and a lawn just outside that gets watered.

would i have to lay some sort of moisture barrier before i tile?

No, but the old white stuff needs to go.
If I had to guess I'd say someone tried using Dri Lok to stop the moisture.
Slabs can not be water proofed from the top side.

Your mastic or thinset should be sufficient, and yes the "white stuff", has got to go before the mastic will adhere.
