What floor heating system would you recomend?

Hi my name is Serge from Canada. It is cold up there in winter. A lot of people looking for reliable and energy efficient floor heating. I found two systems to be nice. One based on carbone film radiant electrical floor heating It is just 1/64" thin and used under hardwood, nailed (!) with the flooring gun. And right at the same page a so called Flat Wire Floor heating. Both are taking about 8-10 watt per 1 SQF of energy. They say usual ones would take about 16 watt for the same effect. I used more to water based systems like on this page . The only problem I see is that I need about 1 1/2" of concrete subfloor for this water based heated floors which is not always possible. Therefor this system dosen't need an electrical power. That is freaking dilemma! Who knows about flat pipe water based floor heating? A can't put cement on my floor and I don't want to pay terrible electrical bill too, what should I do?

Under the tiles they recommend Flat Wire Electrical Floor heating. I used it already, only problem I had I needed to buy a wide-staple gun from Makita ($250) but do not regret it because this gun is perfect for scratch coat math and for other things as well
