wet carpet in basement, need advice

Most areas have laws which prohibit a neighbor directing rainwater/run-off onto your property
If the land slopes in one direction towards your house then its different
IE if houses are built on a hill & the natural flow of water was in that direction
But placing a downspout & directing water towards a neighbors yard is generally not allowed

Practcing you hit the nail right on the head.

Flood damage can harm your house physically and clinically too. There can be mold and bacterias in your house due to that water logging. I advise you that you should choose a water damage restoration service to overcome this issue. You should talk to your insurer too on this issue.
