vinyl flooring

I'VE BEEN TOLD YOU CAN'T LAY LAMINATE FLOORING OVER A CEMENT FLOOR DUE TO A HIGH MOISTURE CONTENT. DOES THAT ALSO GO FOR A VINYL FLOORING LIKE FLEXITEC?
THANKS
JAN

You can lay either one on concrete if you follow the installation guidelines correctly.
