Intact asbestos poses no particular danger. Poor removal techniques are the danger. I've removed this stuff. Leave it alone and it will be fine. Coating it with something will likely cause you bigger problems, such as what happens if your coating loosens the stuff. Or if the coating does not adhere or softens the tile. Then you will have an asbestos problem. Don't scrape it, grind it or drill it and it will not become an airborne hazard. Asbestos contained in tiles is embedded in a heavy matrix of asphalt, rubber and vinyl and does not readily become airborne unless you do something that breaks up the matrix.
