vapor barrier under foam board basement?

going to be installing laminate in my basement for flooring.

plan on putting 1" foam board on the floor, then 5/8 plywood ontop of that. then tapcon screws into the cement.( also doing 1.5" foam on the walls )

should i bother installing a 6mill vapor barrier plastic under the foam board? or does the foam count enough for it?

also, should i follow the 6mill vapor barrier up the walls as well?
