v inyl type flooriing - asbestos underlay?

I pulled up some old vinyl type flooring off my stairs and it pulled apart in two layers ... the back of flooing and the stair surfaces are covered in a yellowish 'hairy'material. Does this contain asbestos? The house is about 100 years old, but I don't know when the flooring was originally laid. If it does not contain asbestos, any suggestions on how to remove it?
