unsure if i can put tile on my concrete basement floor?

The previous owners had carpet down. Despite any levelness issues, there's a very thin, flakey dark-gray coating that I must assume is paint. But it's definitely not epoxy or anything like that. Water does not bead up on it, it soaks in. The house was built in 1979, it's a bilevel. The basement is about 4 feet underground. It has a walkout, lots of low windows. Very little water threat. Very few cracks. There's a sump in the other room of the basement.

Latex modified thinset and I am ready to go? Or do I have to fully remove whatever is on it first? Is there a way to test it to be sure first? Would love to skip the step where i grind the whole thing. About 800 square feet.

Ah OK, yeah if I could just scrape it clean that would be ideal. Thanks for the idea, I'll try that.
