Underlay for heated flooring

My in-laws own a construction business (mostly excavation, and heavy machinery) and in their shop office they have just bare concrete for flooring. The dust that gets in there is unbearable for my mother in law and she wants to put laminate down so its easier to clean.

What she is worried about is the heated from the in-floor heating not making its way through the underlay and laminate into the room. She was wondering about using something other than traditional underlay to keep the noise down but allow the heat to get into the room.

She had mentioned an underlay that is something like paper, I thought something like roofing felt might work as well.

Can anyone give me any ideas?

Thanks.

The heat would still work fine. There's even underfloor retro fit under flooring heating that's installed in the floor joist bays for under hardwood flooring.
I would use 6 mil plastic not tar paper. Tar paper would make the floor stick as it tryed to expand and contract.

Return it. Seriously... the veneer surface of laminate isn't going to hold up to the abusive environment that you described in post #1. This application "construction business (mostly excavation, and heavy machinery)" implies both blown in dust and such but also what gets tracked in on boots and clothing.
