Tiling Over Aggregate Patio

Can plaster of paris be used to smooth and level an aggragate patio? I am tired of sealing this and then having it look awful again within 3-4 months. If not plaster of paris what product would be good to use?.

Plaster will crumble after it gets wet a few times.

Why use plaster if you are going to tile ?
