tileing over old cut back


I have a 1968 stile basement game room that the floor tiles are coming up very easy .the black adhesive is bonded very good to the concrete and is basically smooth .nothing is getting air bourn in this procedure .my question ? can I go over what I think is cut back with todays adhesive and tile. any suggestions please.

Define 'tile' ---ceramic tile or vinyl tile----

Technically you should scrape it to as bare as you can with only residue left in the concrete, not on it. That's nearly impossible of course but that's what the manufacturers will say. I usually seal up what I can get off with Apac Encapseal and then go ahead and lay the new product. No problems so far.
