thin pavers

I have river rock on my patio, I want to replace it with thin pavers. Could I put the thin paver blocks over the river rock or would the river rock have to be removed?

It would have to be removed unless you put a solid inch or two of masonry sand over the river stone. If you just lay them on top, the voids between the river stone will cause the pavers to rock and either the paver will be broken or someone's foot.
