Tar paper or poly on basement floor
 
I'm currently renovating my basement and am getting ready to frame the walls. Code here says that a moisture barrier (tar paper) is required against the wall prior to the framing.

I'd like to put something down on the floor to stop any moisture from getting through to the laminate I will be putting down. I'm thinking of putting either tar paper or poly down on the floor. I'd like to do this before framing the walls so I can have it extend up the wall slightly. Which would be better?

I did a little more research and found the Delta FL product that's recommended for this. Is it really worth the price?

I'm more concered with you laying laminite flooring below grade, it tend to fall apart.
Engineered flooring would be the way I would suggest, far more stable and below grade rated.
