Stair Tread and Risers

Just finished putting down a oak floor and I am ready to install the treads and risers on a short 5 riser stair. I am using solid white oak treads and white painted risers. My question is what is the best or proper way to install the risers and treads: Risers first or treads first. I have seen both ways so was wondering which is the best or correct way. The stairs are up against one wall and will have a hand railing on the other side.
