Stained Concrete Floor Finish

About 3 years ago, we had carpet removed and textured concrete applied and stained. I hate it. Even though we knew the contractor personally, he won't return calls now that we have some questions and problems. There is fading and total color disappearance in high use areas. The cement is cracking. The texture is uneven and therefore so it the color.

What options are there to remedy the situation?

I'm not opposed to doing something different with the existing flooring and color. Can it be ground down [hopefully while wet to hold down the dust] and re-stained?

Can a 'skim' coat be put over it to smooth it out and apply laminate?

Is there some sort of underlayment that can be put down and then apply laminate without adding more cement?
