rug to wood floor

Real hard wood should not be installed below grade, how ever engineered wood floors can be with a vaper barrier and install them as a floating floor.

You can plan on many hours of fighting to get that old carpeting off the floor, then many more hours of try to get all the old glue off.
May want to concider renting a powered floor scraper.
