Replacing Wood Floor over 1"x4" in tar underlayment

Wood floor tongue and groove was nailed over a concrete slab (now leveled) onto 1x4 screeds encased in tar. Had to take all up due to termites. Want to go back with used flooring or tile. For wood flooring: is a floating underlayment advised? If so then how is this done? Materials to use? Must it be anchored to the concrete? What about a vapor barrier (painted or plastic) ? Would anything have to be glued down?

For tile: ?? What sort of slab prep?

Replacing Wood Floor over 1"x4" in tar underlayment

Hey folks my original question boils down to putting down to a tongue and groove floor going over a concrete slab. How do I do it? No responses thus far...

The reason no one answered is that it is not a recommended surface to put solid hard wood over--
Someone will help--but that's an odd ball---need a hardwood flooring pro--and there are only a few here---Give them time to check in---Mike---
