Removing stubborn paint

Used a 1300 psi pressure washer to remove old and dingy paint from a concrete patio. However there are some patches of paint I can't remove. I tried the Home Depot Behr paint remover without success. Don't want to buy or rent a more powerful pressure washer. Are there any good products to use? B
