Removing glued down underlay

I decided to rip up very old carpet on my stairs only to find a very nasty surprise of very well glued down underlay. I was able to scrape off most of the black under lay but now i am left with a set of black nasty stairs and all the glue. What is the best and quickest way to remove? What type of sander can i use or what type of stripper is the best? I need to do this myself as it is a rented house (don't tell my landlord i'll break that news after i fix it ).

you need to use a sharp scraper. Sanders will not do it they will only clog. Adhesive removes are available but too costly and too messy for what you are working on.

Removing glued down underlay

I fought a similar battle recently. Hand scraper and doing it on one's knees was not going to do... I got a scraper on a long handle - one could stand up and use it. Was still a lot of work and not getting it all. Then rented a power scraper from Home Depot. That did it.
