What do you mean by underlay? Underlayment is usually the second layer of plywood in a floor system. Underlay, might also mean the carpet padding, you don't mean that...do you?

Engineered hardwood flooring can go over concrete that is flat and dry. What type of wood were you considering?

if it is a floating hardwood, then you will need a pad with a moisture barrier before you float the floor over the concrete.
A solid wood floor would be more difficult.
