What is the best adhesive to use between a particle board subfloor and 3/4 in plywood on top (nailed or screwed to floor joist) ?

Particle board should not be used as subfloor (or anything else in my opinion.) Underlayment is not glued to the subfloor. Studs are in the walls, joists are in the floor.

#2 Studs are in a wall, joist are what the floor and ceiling are attached to.

If it's really partical board and not OSB it really needs to go before anything else goes down.
If partical board gets wet once it turns to oatmeal.
Just the rising humity under it can cause it to swell.

The only glue used should be constrution adhesive and that only goes on top of the joist, where the subflooring is nailed down.
Glue is never used between layers of subflooring or underlayment.

the particle board definitely has to go. if you install plywood over your subfloor that is getting tile do not glue it and do not screw into the joists.

none of that will be a issue with vinyl..and will be no seams .

The second layer is laid so the seams do not line up with the seams below and is not nailed into the joist, only between the joist.
Partical board will not hold nails and will just blow through.
So the plywood layer will not be properly attached.

And gluing the plywood to particle board is a no-no. Besides, it won't hold.
