peel and stick
 
im removing basement tiles 12x12.tiles are coming up easy and staying together, nothing air bourn:) .my question ,can I tile over the old cutback adhesive with peel and stick tile.

I doubt anyone here is going to suggest anyone use peel and stick tiles for anything.
Why are you removing the old tiles? There's lots of flooring options that would have allowed you to go right over what's there and avoid the mess

The cutback needs to be encapsulated --the cut back will not allow for a good bond----

I've used Jifset mixed with Linewebers liquid latex for that with good results---

It's a waste of money to put peel and stick on/over anything. It is a very poor flooring choice.

yeah, but often finances dictate what goes down.

Often you can buy a sheet vinyl just as cheap.
