Pavers over a concrete sidewalk

I'm planning to lay thin brick pavers over the concrete sidewalk leading up to the front porch. The problem I have is that the sidewalk is not even and level in certain areas. Specifically, certain section of the concrete side walk are sloping to the left. It's at least an inch out of level. I know I have to thinset the pavers to the outside edge of the sidewalk to be able to lock in the inner pavers. My question is this: How in the world do I level out that sidewalk? I can't really use sand, because I can't obviously thinset the outside pavers to a sand surface. If I thinset the outside pavers to the concrete, then sand the middle to level it out, the pavers in the middle will raise higher than the pavers on the outside edge of the side walk. That would look very cheesy. Any ideas?

Yeah, SLC self-levelling cement. Build a frame around the areas that need levelling, make up a batch and pour till it evens up with the rest. Use an adhesive underneath the SLC first if you want.

Not all SLC's are suitable for exterior use.

To form it and top it with about two inches of cement would be less expensive.

There is of course the option to install the concrete pavers over an aggregate base...this would require you to remove the sidewalk, however.
