Open wood steps need carpet?

I have an open staircase. The previous owner wrapped carpet around each step. I would like to avoid doing this again. Can I just sand and poly the wood steps or is this a bad idea? It is a rental unit with the stairs leading to the bedrooms.

If you have solid wood under the steps I would definitely refinish them. They will hold up much better than carpet in a rental and in my opinion look much better. I would rent an edge sander from your local tool rental shop, it will make it much easier to do.
