Old Tile on Concrete floor

I was wondering if you could use hardibacker set in thinset over a concrete floor or wonder board.
I need to bring a concrete up to the level of the old tile as this tile will not come up from the concrete very easily I need to get the floor level to be able to cover it with carpet. I have a very limited budget to get this done and a leveling solution is to expensive for the space. Any suggestions would be greatly apprieciated.

Old Tile on Concrete floor

The cheapest solution.

Pull the trim.

Get some plastic sheeting and tarp off the doorways leading out of the area where the old tile is.

Get a sledgehammer and beat the crap out of the tile. Wear jeans... did it in shorts once and had bits of ceramic stuck in my shins.

Sweep and shovel the debris out.

Any bits here and there that got missed... hit 'em again.

Up close to the walls and in corners, where swinging a sledge is dicey... hammer and chisel time.
