New basement floor unlevel

I just had my basement floor dug up and repoured by a masonry contractor. The floor is now set but it is, in my opinion, unacceptably unlevel. When I put down a 4 foot level in various locations around the basement, there is typically a 1/4 to 1/2 inch gap somewhere under the level. (The bubble is not centered but not wildly out of whack - my main concern is the bumpiness). Even without a level, I can notice the ups and downs of the floor as I walk across it - which i what inspired me to get the level out.

I am considering my options - most notable withholding part or all of the remaining payment - but I want to make sure I'm not being unreasonable.

What is a proper expectation for the levelness of a basement newly poured floor? Are there rework options that have the same longevity as the newly poured floor?
