need help turning ugly cellar into slightly less ugly basement space


My cellar is part dirt floor (by the water heater, furnace) and part hideous cement in the storage/laundry area. The insulation is held in place by cheapo "paneling" that is warped from dampness in the space. Previous owner put down miscellaneous carpet remnants to cover floor but they are all mildewed and seriously ugly. I can't make this space into anything but what it is--I just want to make some minor improvements so potential buyers won't run screaming when they go down there. Please help with the following:
1) Would indoor-outdoor carpeting on the cement floor area work?
2) Could I nail the warped "paneling" back in place and then paint it (with what)?
3) What kind of paint for the cinder block walls?

YES/ MAYBE
2) Could I nail the warped "paneling" back in place and then paint it (with what)? BETTER TO WIPE IT DOWN (RAG ON A BROOM) INSTALL PRE PAINTED 1X2'S ( MAKE A NICE PATTERN) THIS MAY GET MORE OF THE WARP OUT
3) What kind of paint for the cinder block walls?
CLEAN THE WALLS / APPLY BLOCK FILLER/ CHEAP LATEX MASONRY PAINT

ASSUME YOU DO NOT HAVE BIG MOISTURE PROBLEM?

LEAVE THE CELLAR AS IS AND ADVISE "AND NOW WE COME TO THE CELLAR... A SPACE WITH A LOT OF POTENTIAL"

You seem to have a few issues.

If you have known moisture problems talk with your real estate agent. In many (most?) states if you know there is a moisture and/or mold problem and don't tell the prospective buyer there can be legal ramifications.

That said:

Indoor/outdoor carpet will work on the cement part of the floor.

Re nailing panelling it all depends on the wall behind it, if it is stone or cement block nails won't work.

If your paneling is paintable you will need a good primer and paint. Go to a real paint store and ask questions re both paneling and cement block.
