Need flooring advice for walk out basement...

I am remodeling my basement that has a wood foundation but cement floor for my house that was built in 1989. I tore out the original carpet which was heavily glued directly to the concrete floor. Now the cement has a layer of ROCK hard yellow mastic (with trowel marks) and the old carpet backing infused into it. Dry scraping it off is futile. I want to install a floating laminate floor or even a vinyl floor like "ALURE". What is my best option to get off the old glue???..Does it ALL have to come off??...Is there a machine I can rent?....thanks for any advice...What is the easy way out, installing new carpet over the old glue????

Basement seems to be very dry..I can see no signs of any water damage at any time. It is built into a hill and no sump pump was ever installed. I have a small dehumidifier that keeps it at 45% humidity with no problem. It is located in Michigan if that makes a difference.

The reason I asked is both laminite and Alour both can have issues with mold forming under them if there's any rising moisture.
Have you concidered engineered flooring instead? Far more stable, it's below grade rated, can be installed as a floating floor, is no harder to install.
Far better looking since the top layer is real wood not plastic.

I have looked at some engineered flooring but the stuff I have looked at seems out of my price range. I guess my question is how much of the old glue do I have to remove to put in any type of flooring???

Just the high places.
With a foam pad with a vaper barrier under the laminite it should work fine.
Only install a brand that says below grade rated.
Others use partical baord as a filler and there going to fail.
