how much mortar is in the pipe? How did it get in there? How long has it been there?

Hopefully you can get to it from an access Panel or from a Ceiling below that can be easily patched. This is the Easiest and most economical. Renting a Snake may work but could put a hole in the pipe... I have also seen one Contractor who did not want to pay us to repair the problem he caused have one of his helpers sit there for a few hours with a log bar and slowly chip it all out. after he broke up all he could see we ran a camera for him and luckily it was all clear... good Luck
