Molded parquet black concrete underneath


I have to tear out molded parquet flooring in the morning. We are supposed to kill the mold on the concrete. The concrete underneath is solid black and doesn't scrape off. Is this cutback adhesive or would that be mold.. I heard that cutback had aspestous in it and that I shouldn't scape it. What should I do to treat it and install carpet back over it. Part of the floor will still have parquet flooring and part will be concrete. Should I install a piece if plywood over concrete after mild is gone then install carpet in top of that? Please help.

This should been planed out before hand.
Why is there mold?
Going to need masks, Tyvec sutes, mildicide, http://www.baneclene.com/catalog/microban.html

Why does the flooring have to be removed?
Removing the flooring will open up a whole new can or worms.

There was a ac leak in hallway. My job is to tear out and treat mold. I'm in an area that is out of my normal carpet cleaning experience. Haven't dealt with but 2 other parquet floors and it wasn't black like that underneath.

It's called mastic or cut back. If it's old it can contain aspestos. (ya I know it's miss spelled)
