Mildew underneath tile

I had mildew in my tile caulking and cleaned it. I noted the tiles were loose and popped one off. Underneath the tile, I fold mold/mildew. I have sprayed it with 50/50 bleach and water. Can I lay the tile back on the wood surface ? Any suggestions re sealing the wood and then retiling ? Should I use a thinset ?
Thanks.

Gut it out. Remove any damaged wood materials and replace. Undamaged wood = Spray with a Fungicide. Bleach will not kill mold spores on porous surfaces (like wood).
