Leveling plywood

Should I change the joist to 2 X 10's? Should I sister them with 2 X 8's? Remember these houses were built in the 1930's, and wood was expensive. Yes they are 16 inc centered. Thanks, It would be a lot of work to change the beams, but all the houses on this block were built this way, and I am sure nobody has ever changed there beams. You can tell they just fix up the houses on the outside. Will sistering 2 X 8's straighten the problem, and it should also give strength to the beams? Thanks
