Leaking toilet messed up my floor/Can I DIY?

I recently moved into an apt and noticed that the toilet was leaking. There seems to be a good amount of mold underneath the tile, but I can't see it so I am not too sure.

My question is, can I fix this myself? The wood sub floor, cement, and the tile. How hard of a job is this? My experience is limited but I am a decent wrench if that means anything.

What may look like a simple job to you, would require a lot of special tools and the whole floor would have to be redone.
I'd go nuts if I ever cought one of my tennats attempting to do this.

Thanks for the reply Joe, I called the agency and they are going to come out and inspect the damage.

I did this in my own home. I pulled the toilet, replaced some of the subfloor, cleaned off the tiles and reused them, but I wouldn't try it if it wasn't mine.
A repair like this is seldom as easy as it seems, and it's always a "never-really-know-what-you're-getting-into-until-you-tear-it-apart" situation.
They often snowball into something bigger than you bargained for.

Edited to add: Oops, slow typist.
