Laying Tiles Over Partially Removed Thinset

I had a contractor who did a very poor job of laying tiles.
He installed the hardiback board and started laying tiles using "tile laying cement" for lack of better word which I bought from Lowes. I realized they tiles were not level so after much discussion with him he told me to find someone else to do the job. Ok, made my job firing him easy.

I removed tiles with a pry bar as the cement was still wet. I also tried to scrape most of the cement from the hardyfloor. I will say much of it is still there.

I got a new contractor for advise. He is telling me to start over again. remove the hardiback, put a new one and do it all over again.

This is where I turn to you guys- Am I getting the right advise?

This is a new house build by NV Homes in 2006. It is a sun room, approximately 420 Sq. Ft.

A picture would be helpful but if the tiles where removed that quickly I see no reason to have to remove the Hardibacker...IF... the Hardibacker was properly installed in a fresh bed of thinset to begin with. Something tells me it was not so you tell me if it was or not. Then we can proceed.

I agree, im betting the contractor didn't lay thinset under the backer board, which is supposed to be done. He probably just screwed them into the subfloor. Look to see if he did or not before you do anything. Also, check the backer board seams for level, this could be causing your uneven tiles.
