My tip is to remove all of it and any 1/4" plywood or partical board below it.
Need to know what sized joist, the spans, and spacing of the joist also.

I can't imagine anyone on this site not telling you to rip it out and put in a proper subsurface such as ditra or cement board.

Further, I'd be concerned about the deflection. That is how flexible the floor is. You've had vinyl on it so you don't know if it's strong enough to support tile. Tile is a LOT heavier and when it flexes it cracks. Can you see the joists underneath it, say from the basement or crawlspace? If I were you, I'd take this step very seriously. Tile installs are time consuming messes, and you really, really don't want it cracking a year later. Also please note that natural stone is a lot heavier than ceramic or porcelain tile and requires an even stronger floor.

Also, where are you located and how old is the vinyl? Some old vinyl had asbestos and you may want to eliminate that as an issue before you continue. If you provide your location and the age of the house, you'll get much better advice.

If it were me... Definitely remove all of the vinyl tiles first with a floor scraper. Then add a layer of foam padding for a my subfloor layer. After I would put adhesion promoter on the sub flooring and bottom of the tiles before laying done the tile. I hope these helps. Good luck, let us know how things are progressing!

Aha, that may save you a lot of potential pain.

If there's no asbestos involved, yeah a floor scraper and some legwork will remove the vinyl. Don't use a chemical to remove the remaining glue, it will lead it to soak into the concrete and you need a clean surface for the tile to adhere. There's a few machines you can rent, like a grinder, that will mechanically remove the glue and leave you with a great surface to tile to, or to use self-leveling compound on. Thinset and tiles go on very easily to healthy and clean concrete.

A 1975 tile could very easily have asbestos, so could the adhesive. Test first.

It's not tiles, it's in sheets. I don't know if that changes anything?
