Laying hardwood floors over plywood and tile in a mobile home

We pulled up the carpet from a mobile home and found some areas with bare plywood, and others with old vinyl/asbestos tile. The floor is especially unlevel around the seam of the house (down the middle). We have a nice load of oak hardwood flooring we'd like to lay down.

I'm wondering what might be the best way to prepare this subfloor? The rooms with tile are fairly level, but given they're asbestos tile, we thought it might be a better idea to lay down some plywood on top to nail into? And for the existing plywood floor, we're not what the best way to level this out? I went to lowes and they mentioned some kind of concrete leveler, but then we can't nail into that?

Can't be sure of floor load requirements in a trailer? We can't calculate
joist size - span - , cause you don't have them?

First, the chances of the vinyl being asbestos is low. Now the cement is another thing.

Laying hardwood floors over plywood and tile in a mobile home

Well, we stopped by another hardware/building store and they recommended luan, so we're laying that on top of the tiles, and I putting a bead of construction adhesive around the edges of the boards to seal in any dusy (if we are in the low chances of the tiles having some asbestos). We also got a bundle of cedar shingles and some cedar shims, and I'm going to try to see what I can do to get some of the areas level with those, I'm all ears for suggestions-
