Layer under carpet?

We're in the process of redoing the floors in the whole house and are about to start putting laminate down in the living room and hallway. Currently there's carpet (original install when the house was built in 2001). To get an idea of what cleanup would need to be done, once we get the carpet up, I took a small square up in a corner of a closet. Under the carpet pad, there's a layer of white on the concrete subfloor.

Any idea what this is? Could we install a floating laminate floor over it without scraping every last bit of it up?
It's not a powdery substance (ie. can't just vacuum it up). I was able to take a paint scraper and scrape a small area clean though. It's only under the carpeted areas though. It wasn't under the vinyl we removed from the kitchen/bathrooms/etc. Is it supposed to be some kind of adhesive to keep the carpet pad from moving maybe?

We're finishing up tile in the kitchen/bathrooms/entryway now, and the subfloor was much more level than anyone expected, so I'm hoping it'll be the same story for the living room, saving us from having to grind it and level it (which if that's not the case would make my above question a moot point :) ).

I'd still like to figure out what it is though.
