Laminate Stairs and Floor install

Need some opinions on installing laminate flooring...
Which is the correct way to install this in NC?
Floors 1st then the first riser resting on top of the floor, or have the riser resting on the subfloor and floor butting it? What about the expansion gap? Would like to not have to install quater round at this spot...only using 8mm laminate so leaving an expansion gap at the bottom (floor) the riser most likely wont cover it...:whistling2:

Thanks!

Most laminates require 1/4" expanstion gap.
You will only be able to fix one plank to the stair riser. Make shore your seams are offset at least 12" apart, run longest way of the room for less cuts.
