laminate/pet odor/hardwood dilemma
Get as much of the the offending flooring out of the house, check the walls and closets, cats will spray in the corners and they seem to love door casings.
Use baking soda, get it by the container. Saturate any area you cannot remove with it let it sit for a few days sweep it, mop it and do it again, then remove the soda and Kiltz it, then before you install floors again hit it more baking soda.
If the smell is on the walls it may take some drywall repair, the gypsum in drywall is like a sponge when moisture hits it will retain smells and mildew unless eradicated.
You have your work cut out for you. I am sure there are others with more to offer and perhaps a better solution.
