insulating

i have a home that has no sill plate the floor joists are sitting on the concret wall. I like to know what the best way to insulate it would be. i was told to use foam spray to seal any gaps and put up faced insulation and another way was just to put up faced insulation. i have no moister or rot problems.

The other problem i have are that i have three basement windows that there are two foor joist sitting on top of them and the frame windows are made of metal. They are starting to rust through. i would like to replace them with a better window.

Thank you
Cliff
