Installing plywood over concrete

I am installing self-stick tile in my basement. I have carpet on one side of the room. I need to raise the level on the tile side so it is at the same level as the carpet side with it's thick pad. My question is this: can i put down a plywood sub-floor w/out the hassle os a concrete drill? Is it a bad idea to just use adhesive?

Have you had a moisture test done on the floor?
You have three bad things to deal with, wood should not be in contact with a concrete floor unless it's pressure treated, it would need to be attached to the floor and trying to use peel and stick tiles.
Peel and stick is the lowest of the low grade tiles, the color does not go all the way through, near impossible to lay them in a streight line because they try to stick to fast and can not be adjusted once they hit the floor, there's gong to be some that will just not stay stuck down.
What would work is real tile.

No moisture test. Sadly, I'm trying to do a cheap fix-up before i sell the house. Not sure how to match up the 2 sides of the room without putting some kind of sub-floor down.

Peel and stick tiles are not usually square either and tend to shrink after installation. And as Joe says, wood on concrete is a bad idea.

Who said they were supposed to be the same level? That would look bad and hurt the feet when you step at the transition. No ply on concrete and that goes double for below grade.

BTW, as an aside, never use pressure treated ply or lumber indoors.
