how to prep expansion joint for vct
7 year old above ground slab do you fill with something like ardex or use something flexible to fill joint with before laying vct
also do you try to get joint of vct to land on a expansion joint

Fill with something flexible like NP1. The VCT will probably crack regardless if you go over it. Ideally you need to place an expansion joint like Schluter Dilex in the surface of the tile as well.

Expansion joints are not meant to be covered with flooring, hence expansion. You should stop the VCT at the expansion joint and then continue to lay the VCT on the other side leaving a gap for the slabs movement, you will then need to install a floor transition over the expansion joint to cover this gap. If it ends up that the VCT needs to be cut at same 3/4 of a tile, continue on the other side with the remaining 1/4 tile, this will make it seem as though there is a full tile. It will really depend on the slab and how much movement will take place but I would go ahead and cover over and if it does end up cracking at the joint you can always install a transition at that time.
