How do I fill areas between floor and baseboard on uneven floor?

My old house has very unlevel floors. Leveled some and laid plank vinyl flooring. Put 6 in. baseboard in and touchs floor in only 1/4 of area. Space between base and floor varies from 1/8" to 1/3". What can I fill that in with? Caulk will not square up around outside corners.

Did you install the shoe molding or quarter round yet? Doesn't sound like it.
