Is there a good sealer out there to be used on a pebble stone floor to give it a wet look. Thanks

Welcome Drodger, to the best DIY'r site on the web.

You could use ZEP floor concrete sealer, it would have to be applied several times to get the wet look but it is possible and it is reasonably priced.
