Flooring problem


base floor cleaned,, permiated with pet urine, painted with Kilz2 latex, after drying Painted with latex paint. Paint is very tacky. Know about Motsenblocker's Lift Off latex paint remover. Plan to cover with porcelian tile or mfg wood. Do I need to remove the paint? How can I remove Kils2?
