floated Eng hardwood on concrete - EPDM

My project is to install a floating engineered hardwood floor over lightweight concrete in a second floor condo.
The flooring is 9/16 thick tongue and groove. The location is Ocean shores, washington.

Layer Plan 1:

Layer: engineered floor
Layer: 1/8th inch foam underlay
Layer: plastic vapor barrier
Layer: concrete floor

However, I would like to block more sound from going down into the first floor.
I have access to 90mil EPDM rubber. Thinking it's mlv-like (am i wrong) it occured to me I might be able to use it in the floor.

Layer Plan 2:

Layer: engineered floor
Layer: 1/8th inch foam underlay
Layer: 90 mil EPDM
Layer: 1/8th inch foam underlay
Layer: plastic vapor barrier
Layer: concrete floor.

Can anyone comment on whether either of my layer plans are viable.
Could the number of layers in plan 2 cause the floor to buckle?
