epoxy flooring

My garage floor has been painted and it is peeling. I was thinking about covering it with an epoxy paint with chips - can this be done or does the floor need to be completely stripped of the origianal paint?

it would have to be stripped. If for no other reason, putting the epoxy on top of something that is already flaking off would not remedy the flaking problem. It might look ok for a short while but since the base coat is already loose, it wouldn't stay that way for long.
